Do you mean carry-on or checked (hold) bag? It's the carry-on size that's more restrictive and airline dependent. It's definitely well within a checked bag size.I know there are a lot of threads on backpacks like this but I have a very specific question.
Has anyone with a newer season(2019 or 2020) Exos 38 been able to use it as a check bag when flying?
If anyone has one laying around can you whip a tape on it and get an overall length measurement without the top cap?
I am aware that the Osprey website gives numbers, but not without topcap and in my experience they do vary a bit.

Well my husband's Exos and Stratos in Large are both too long, but the good news is that an Osprey Talon 44 in M/L fits exactly! A little shorter but still good for tall people and though not as rigid, it has stays in the back. Hope you find the right pack!If the Exos 38 in Large wont go on Ryanair its a no go for me.
Have you flown on Ryanair or Easy Jet? These ultra low cost carriers are super strict with carry-on sizes. They make more income when people have to check their bags.I have traveled with the Exos 38 on more than 10 times internationally and have never had a issue as a carry on.

She did leave the top portion behind, but it definately fit above the seat overhead compartment.

Well I finally got my paws on an Exos 38, aaaaaaaaannnnnnddddd I dont like it. Go figgure. The frame is oddly huge for a small capacity pack. I have no doubt it is a great pack for some, but not me I fear.
Looks like I will just stick with my beloved REI Trail 40 thats been my faithful "back monkey" for years.
