Looks like bus to San Sebastian and then bus from there to airport. Try putting it into one of the travel engines like Google maps or Rome to Rio for details. Looks like more than one option depending on your timing.
 
Hi did this journey a few years ago. Bus from PLR to Pamplona bus station then bus to Biarritz airport. Bus stop in Biarritz was at the main entrance to the airport, simple no fuss journey. Sorry but can't remember which buses I got but it was all on the timetables at the bus stop in PLR and in Pamplona.
