There is one in Zubiri. I've stayed at the Albergue Río Arga Ibaia twice, there may be other options as well.

I’ve stayed here in January 2018. I came in after a long snowy day, completely knackered. The hospitalero took a quick look at me and grabbed my pack and carried it up to the 3rd floor for me. Real gentleman!
