Take a bus or train to Pamplona, and then there is local service all year from the Pamplona bus station (six days a week). In season there will be another two to three buses per day from Pamplona to SJPdP that go through Roncesvalles. The train and bus stations in Pamplona are a bit far apart, so the easiest transfer is from the bus to Pamplona to the bus to Roncesvalles.

Concerning using the CONDES/ALSA bus to get from Pamplona to Roncevalles. I believe that [URL='http://www.autocaresartieda.com/?scc=roncesvalles[/URL]']Autocares Artieda has the sole license for transport within Navarra (or at least the Pamplona to Roncevalles service.) I also believe that the CONDES/ALSA bus stops at Roncevalles to pickup passengers that want to go to France. What I suspect but do not know is that CONDES/ALSA will let you off in Roncevalles but will not sell you a ticket to there. I think they may have to charge you for a Pamplona to St. Jean ticket. Does anyone know if this is correct? Memory is telling me that the the Conde SJPdP ticket costs about 20 euros while the Autocares Roncevalles ticket is about 5 euros.
