    Yes, it is referring to A Coruña. My mother was on a cruise that stopped in A Coruña years ago, and told me that it was a city worth spending time in. So I did exactly that in 2017 and loved it.

    But "the Camino" is made up of all kinds of paths and roads that local people use. I can imagine the reaction that Spaniards would have if they were required to have a permit to walk or cycle on their local roads and paths! It ain't ever going to happen.

    I think that you should be able to easily walk to Burgos in your time frame, even doing a couple of short days. It's 214 km between Pamplona and Burgos, so you need to average just under 20 km/day.

    The only way that I can see a permit system working (which I'm not in favor of) is to access accommodations. And even that is probably not workable.
