I live in the Charente-Maritime where there are
boulangeries which have coffee but not all.
As a rule it seems the french don't do more than coffee/hot chocolate maybe a small bread , I know some have sliced tomatoes.
Come to France, I live just off the Tours route and see few 'pilgrims ' some tent some B&B. Here also in France you can be naked as there is no law to stop you but also no law which says you can so it's pick the right spot.
We are just purchasing next door and hope to provide accommodation but not until sometime next year. Just 6km after Saint Jean-d'Angely and a five minute walk from the Tours route.
We are in the process of buying next-door and hopefully will be able to offer accommodation at reasonable rates in a year.

I would like to point out that Spain gets many many more 'pilgrims' than france as it is the bottle neck of Europe for the walkers so they get more and can charge less per head.
Also not forgetting most only do the spanish bit.
Plus food and drink is better here in France than Spain .
EU and the EEC are two different things but that's not for here and now.
My comment was tounge in cheek and I don't expect much to change just a bit more paperwork.
Just do what a lot of British do here in france and cherry pick which laws/rules/regulations they feel they should follow.
We are not cherry pickers as it's cheaper to live in france than uk so why some do I don't know.

Found it by moving to France and buying a house a mere five minutes from the Tours-Boardouex route and now walk/cycle parts of it twice daily within a 7km radius of home.

No didn't get to speak as I was on my way to deliver some documents and on the way back i did see him but from distance along a part i care not to drve. I took our pair of collet out a bit later criss crossing the route but no sight of them.
To be honest he may not be a pilgrim just...
Living only 5 minutes from the route just ouside Saint-Jean-d'Angely I see many pilgrims during a year, mostly walking few cycling but the latest I saw whilst i was driving into town.
