Most of the albergues are open. As an exception, many municipal and parish albergues remain closed (I was told this is to avoid competing with private albergues on days with low numbers of pilgrims).
I have just returned from the Camino Portugues. Absolutelly not any problem finding albergue...

I walked the CN in July and, as I was afraid of joining the CF, I took a detour just after Boimorto. That led me directly to Lavacolla. The entire camino was perfectly marked.
This was the reason I was a little more focused in the Primitivo than in Norte. I love both of them, with a preference for Primitivo - I have to recognize it! ;)
The combination Primitivo + Salvador gives some 16/18 days Camino, with nice temperature and far from the turistic areas.
I would probably take a day off in Bilbao to see the city, take the bus to Oviedo and start the Camino Primitivo in Oviedo. If, once in Santiago, you want to extend the Camino a bit, then you can go to Fisterra.
You can also go directly to Santander and start the Camino del Norte in Santander...
I would say that the best start dates could be between the end of April and the beginning of July. That means that you will arrive to Santiago between the end of May and the beginning of August. Not too hot, not too cold, a lot of day light ... In the Norte, be always prepared for some rainy...

I would say that it is a good idea. It will be more crowded that the Primitivo, but still acceptable.
Anyhow, if you decide to take the Primitivo and the Primitivo looks to you a little too short, you can start in Leon and do the "Camino del Salvador" up to Oviedo and the Primitivo from Oviedo...

In San Sebastian you can find all the stuff you might need. Just to mention one shop, you have there Decathlon www.decathlon.es which is quite inexpensive and they have all the materials you need. For sure you will find a lot of alternatives to this shop.
