Menú del peregrino is usually a few notches below menu del día. Go for menú del día any time, it is the one locals go for every week and come back for more. Anyone who asks for menú del peregrino would not be a repeat customer, so, pretty much, anything goes.

I got 857km in the clock in 2017 starting in Irún, going over Oviedo and back to avilés, but the Norte is famous for being an intertwined network of caminos. Still, as Sparrow mentions above, Ribadesella is a good candidate, or even Vega and its amazing painted window panes and façades!
In my view, the last 100 km are being sold as a holiday package, which has nothing to do with the experience of a pilgrim. People book accommodation, they bring their suitcases from one place to another, they have everything arranged for them, it is just another holiday package at the end of the...
Lots of Spaniards are doing their first camino experience, given the uncertainties, never do many arranged everything through agencies that book everything for them, including luggage transport. And it will only get worse!
I think you can squeeze it in in 28 days, that is exactly how long I took, It would be unforgivable to skip the whole Basque Country, you can have longer stages if needed and, if as you advance along the camino, if needed, you can skip Santander-Barreda, or Gijón-Avilés.
I am another sandal (always with socks!) fan; you can wade rivers, walk through mud, and then rest assured that everything will be dry in a few minutes if you keep walking.
I am surprised to see any albergues are open at all. I for one avoid standard stages, but that is up to one.
EDITED: it deserves some further explanation. I find it amazing that albergues are open at all in the current situation, they are very brave hospitaleros, but it can be a risk to public...

Cudillero is a couple of km off the route, but is is worth the detour
Luarca is BEAUTIFUL!!!!
Tapia de Casariego has a stunning albergue overlooking a cliff, but I am not sure it is open
In Ribadeo, take a detour and visit Playa de las Catedrales. Worth it...
In Luarca, treat yourself to some stunning fish food in the Barometro restaurant, in the harbour area, the menu del dia is something else (octopus, mussels and noodle soup to die for!)

Great choice! Luarca is a place that will entice you to stay longer! You can follow different alternative paths, the E-9 goes along the coast and is probably more picturesque. You also have different options before Ribadeo, the Camino del Norte is a mesh of caminos at times, but you have chosen...
so many!!!! If you like biggish cities, obviously Avilés, Gijón or Santander.
