Allowed smoking on 30 % of the hotel?

This might be an unsympathetic question, but I will ask it all the same, as I unfortunately have not managed quit smoking:

I know that Spain had a new law against smoking in January, like not allowed to smoke in bars and restaurants and so on, where a lot of people is at the same time.

But I've also heard that they can give 30 % of the hotel rooms for smokers.

Would anybody know if this is correct?

"Hotel owners have a little more leeway, with permission to reserve 30% of their guest rooms for smokers, if the proprietor wishes."

The last four word are important "if the proprietor wishes", there is no law saying they have to keep 30% as smoking rooms.
