Do you need to have completed the Camino and have a Compostela, or is a credential sufficient?

It says a compostella is needed to get a discount of 15%. Talks about getting g home at the end of the Camino.

You're right, it is for tickets from Santiago.
It does have this confusing wording though, conflating the credential with the Compostela.

Imprescindible presentar credencial del peregrino (Compostelana).
