Where can I purchase an inexpensive cell phone in Santiago so I can both call home and in Spain?

Hi - there are lots of phone shops in the centre of Santiago. Just look around. I bought mine at the Vodafone shop.

Yes, that or even in the larger super markets they have these "packs" hanging by the checkout counter... a phone + spanish phone number ...I have seen them as low as 40-50 euro. Calling internationally will be quite expensive, but they can call you for free (free for you .
