New albergues for the Holy Year being built

Why new albergues in A Gudina and San Cristovo de Cea (Camino Sanabres), because they are already there, is a mystery to me...
OK, O Savinao on Invierno seems quite logical to shorten the stage from Monforte de Lemos to Chantada, but there already is albergue (although private) in Rodeiro.

Anyone knows if these Xunta people walk Caminos at all? Do they know what they are deciding on?

I suspect these decisions are based less on practical consideration, like actual walking experience than they are on land availability, local politics, familial connections or possibly some other paternalistic connection or relationship ... Just sayin...
