This probably should be taken to the nearest local police station, if not issuing country's consulate.

I expect that to get to a consulate from a Camino is likely to involve a fairly substantial detour, more than I would expect from a pilgrim on Camino. To get to the representatives of the Malaysian government one would have to go to Madrid or Barcelona.
 
Has the owner come forward yet? or is the passport now at a police station?
Am checking in as a concerned fellow Malaysian....

I would think the likelihood of the person even knowing about this forum is very slim. The finder should take it to the local police station and maybe they can contact the consulate.
