How os the best way to go from Madrid to Cebreiro?

Tina, your question got posted under the heading "on horseback." That might be why you haven't gotten much help so far. You might want to look elsewhere in the forum. There is NO train or bus direct to O Cebreiro; the closest village accessible by public transport is Pedrafitta do Cebreiro about 5 k to the east of O Cebreiro.

You can take --
a train from Madrid to Ponferrada and then a bus to Pedrafitta do Cebreiro and then a taxi or walk west to O Cebreiro itself.

or

a bus from Madrid to Pedrafitta do Cebreiro and then a taxi or walk west to O Cebteiro itself.
