Recent note on the Via Francigena website says the link between Martigny (Switzerland) and Aosta (Italy) through the tunnel has started again. Useful for those who do this route when the pass is not open, or are short of time.

The service, provided by the Swiss transport company TMR, runs from Monday to Friday even in winter and connects the cities of Martigny and Aosta in almost two hours.

Further information on timetables, fares and ticket purchase channels can be found at the following link: https://www.tmrsa.ch/aoste/.

The timetable in the link says it's one bus a day at 8:30 from Martigny Station. An improvement on the pre-Covid timetable.
