If the albergue in Roncesvalles is closed you will be able to stay at the Monastery - they never turn pilgrims away.
 
The first edition came out in 2003 and has become the go-to-guide for many pilgrims over the years. It is shipping with a Pilgrim Passport (Credential) from the cathedral in Santiago de Compostela.
In Saint Jean Pied de Port the Auberge du Pelerin is closed until March 25, 2011.
However, the albergue at 39/50 rue de la Citadelle should be open. You can telephone the Amis du Chemin de Saint Jacques who run this at 0559370509. The international code for France is 33, so the telephone number outside France is 33559370509. Their albergue is newly refurbished and very nice.
For Roncevalles the large albergue will be closed, but there is winter accommodation for pilgrims within the monastery itself. Go up the main drive to the large building, turn slightly right and enter the main door. A monk will greet you. They have a good multilingual website at Roncevalles.es.
