Absolutely NO worries about safety!!! You may not encounter many other pilgrims but plenty of pleasant people. It would be best to try to speak French, generally in less touristy parts of France little english is spoken. We cycled some of the Norte in late Sept early October and it was warm and sunny. Sweater for tops of mountains and fast downhills only. I would think May would be fine and sunny, if not burning hot. Maybe it depends on how much money you can afford to spend. In France you might have to go for chambre's d'hote or cheal hotels rather than pilgrim gites which might close in October.
