I can't speak to the Santander airport from Burgos but I did take the bus from Santander to Burgos and it was a pleasant and attrative ride. I took a taxi in from the Santander airport to the downtown of Santander and I don['t remember it being too far.
The bus station in Burgos is within walking distance right in the middle of the city. It can be hard to find it - the bus station is inside a big building with waiting rooms and ticket office, cafeteria. The bus tickets can be bought right before you take the bus or maybe sommer time a day ahead. I don´t know if the buses can be fully booked.
I took a night bus (saved money not needing to stay a night in a hotel) from Burgos to Barcelona (about 34 euro). I could sleep in the bus and in case it was cold in the AC I had my light weight sleeping bag in my hand luggage.
During the bus ride I could see the camino villages dashing by rapidly through the bus windows. The villages all the way from Burgos to Logrono only in a couple of hours! And it took days and days to walk the same camino. THEN I really saw the meaning of walking the camino - I had experienced so much during walking the camino and met so many pilgrims on their camino, so many thoutghs and so much meaning I saw in life itself!!!
Well, I should be easy to take a bus from Burgos to Santander, Santander is not that far away.
