Credencial in San Vincente

I plan to have my first camino walk from San Vicente de la Barquera towards Potes or along camino Lebaniego.
I am curious whether I can obtain the credencial in San Vincente.
I am also curious how the weather is there in the later part of September.
Your advices and also information are appreciated.
