In France most pilgrims phone ahead for accommodations. You can take your chances, of course. On a bicycle you have more flexibility.
You do not need a tour company in Spain. Many albergues do not accept bicyclists before 1800 on the theory that walkers have a harder time going further in the evening. Most albergues do not accept reservations anyway, so a tour operator would be putting you into hostales and hoteles, which are rarely full.
