My Camino 2014

While walking from Sarria to Portomarin on 14/9/2014 I noticed gardeners/farmers using a small walk behind engine driven garden machine. It was operated like a garden tiller but seemed maybe to be cutting vegetation just over the soil. Has anyone any idea what its called and what its for. I'm writing up detailed notes and would like to refer to it

No this was used in the tilled area where crops were growing. The machine seemed old and I have never seen one before
