At least you can take the bus from Madrid to Santiago. It stops in Villafranca and in Pedrafita do Cebreiro, 4,5 km walking from O Cebreiro.

Bus to O'Cebreiro
...and there is usually a taxi waiting at the bus stop to take people up to O'Cebreiro if you don't want to walk up the hill - if it is very misty you won't see much of the view on the way up.
