We took the Valcarlos route this past May and didn't have any problems. This section of the Camino is well-marked by little yellow signs saying "Roncevaux Par Valcarlos", rather than by painted yellow arrows. You can see a lot of pictures of this section on our blog...
I think it's fine to do it last-minute, but there is a bit of a difference between running and walking. I really felt it in my hips when I first switched from running. And of course you need to get used to whatever shoes you plan on walking in. The endurance you have from running will be great...
We walked May 20th to 30th starting from SJPdP and it rained on us 10 out of the 11 days. Every morning was 45-50 degrees F (7-10 C) and the highest temperature we ever saw was about 65 F (18 C).

It's good advice, to wear something you can walk in for a few days. It definitely makes me think about which shoes I'll wear on the plane.
As for checking the bag, I'm afraid I'll have no choice. My wife's bag will meet the carry-on requirements, but mine isn't even close. Fingers crossed.
