Some in the past; more in the future!
Today at the Museu Nacional de Arte Antiga in Lisbon, I saw three late medieval / early modern wooden sculptures of St. James, all with a hat and shell and two with a pilgrim's staff.

Here they are, plus the artist and approximate year of creation:



Left: Mestre Pero, ca 1350.

Centre: Diogo Pires-o-Velho, ca 1475.

Right: Flemish Workshop Active in Portugal, 1501-25.
 
The one from Galicia (the round) and the one from Castilla & Leon. Individually numbered and made by the same people that make the ones you see on your walk.
Beautiful! I especially like the middle one.
My guess would be that the left one once had a pilgrim's staff, too, judging from the position of his hand.
 
The middle one is my favourite too and I suspect you are right about the staff on the left one!
