The cathedral, but be aware it is not always open. Perhaps get two "first" sellos- one from the Tourist Office - which actually says Camino Ingles on it - and one for the cathedral if open.

There are 3 cafe-bars near the first mojon. Our first stamp came from there as the tourist kiosk was not open. We also collected a stamp from the main tourist office in town. We stayed at the Hotel Almendra and so had a stamp from them next morning. Finding at least 2 stamps a day was much easier in 2015 than in 2011.
 
I got mine at the concatedral of San Julian about 5 pm last Fall - when you enter, go towards the alter turn right, go a short distance, and then left - back into an office - very nice folks back there!

If you’re in Ferrol the evening before, the Church of San Francisco will give you a sello after 7:30 pm Mass.

any hotel that you stay in in Ferrol should give you a sello.

Just to make sure, I went down to the tourist office at the harbour (open till 6pm) the afternoon before I started when I arrived in Ferrol, and they gladly stamped my credencial dated the next day, so that all the worry about obtaining the first sello was taken away
