I will be starting the Camino April 23, 2018. There was an albergue in Pamplona that would transport you to Roncesvalles or SJPP the next day to start. It appears they closed. Is there another suggestion from Pamplona or just use transit? Chris
 
Get a spanish phone number with Airalo. eSim, so no physical SIM card. Easy to use app to add more funds if needed.
You can catch a bus from the Pamplona bus station to SJPP or to Roncesvalles.
This time of year, I would make a reservation.

Here is the schedule. The bus company is CONDA and you may find it easier to buy your ticket from their website:

I stayed at the albergue you mention in 2016 for my first Camino. Last year my friend and I took a taxi to SJPDP from the train station in Pamplona. It cost around 100€.
You might be able to share the cost with other pilgrims. This taxi company allows you to book ahead, and will attempt to find someone to share the journey with you if you wish. Please note that if you do this you need to make your reservation at least 5 days ahead.

I just contacted the company and the bus to SJPPbdorsnt stop in Roncesvalles.
ALSA/CONDA does not have a license for intra-Navarra traffic.

The bus line Autocares Artieda does, with service to Roncevalles daily except Sundays. They leave from Pamplona's bus station. The fare is 4.65 euros but you have to buy the ticket at the bus station. They have a short break for lunch.
