I found the Hotel Eslava, where I've spent several nights, to be quite good. In the old town, almost on the Camino, quite a complete hiking shop close-by. Cheaper in the off-season, which is handy for a cold-weather walker like me, and one can do internet booking.

For a lower priced place, try the Hostal Bearan. Very clean, good location, nothing fancy. Its prices have risen a bit since I had a double room there on my first camino in 2000 for 24 euros, but I've been back a couple of times and it is still very reasonable. Great location, right near the plaza, on San Nicolas.

I have stayed at the Hotel Estava 3 times and can recommend it. Good location for leaving Pamplona in the morning. Price varies so you have to check to see if it fits your budget.
 
We are booked at the Pension Sarasate, a small family-run pension.
It seems to be just a few blocks from the bus station. Booked a double on-line
for 48 euro. I have not stayed there yet, but it gets good reviews.
