Pedrafita do Cebreiro is located 4 kms from O Cebreiro down in the valley.
Pedrafita do Cebreiro is the council capital and where banks, health center, supermarkets, etc are located.
The council is formed by 12 parishes one of them is O Cebreiro.
O Cebreiro is a parish and the people in these villages : Barxamaior, O Cebreiro, Fonteferreira, Pontevedra , Foxos, Lagúa de Tablas, Moeda y Penaseara go to mass to O Cebreiro church and are buried in its cemetery.
This an example of the population distribution in Galicia (different to the rest of Spain).

Thanks, thats helpful. I am in France. I want to get to O Cebreiro to walk to Santiago with my two grandchildren. This will be our third year on the walk. I hope to take the train to Leon and then find our way to O Cebreiro. The kids will be 10 and 12 this year. We started at 8 and 10 our adventure. Any suggestions on buses or taxis from Leon to O Cebreiro?
 
...and ship it to Santiago for storage. You pick it up once in Santiago. Service offered by Casa Ivar (we use DHL for transportation).
There are two buses daily from Leon to Piedrafita do Cebreiro. From there you can take a taxi to O Cebreiro.

What would be your starting point within Spain (i.e.: what's the departure point of your train to León)?

Unless you were interested in visiting León itself (not a bad idea), you could have better options.

By train, you could reach Ponferrada too and from Ponferrada there are 4 daily buses to Pedrafita do Cebreiro (operated by Alsa).

And if your starting point within Spain is Madrid, be aware there are 2 daily buses from Madrid to Pedrafita do Cebreiro (operated by Alsa too).

Once in Pedrafita do Cebreiro, take a taxi to O Cebreiro.
