IMHO, going by train changing in Bayonne would be the best way. Depending on the schedule, you may/might need to change somewhere else in addition to Bayonne.
Buses from SJPP to St Palais arrive to St Palais some minutes later than the buses from St. Palais to Puyoô and Orthez what means waiting times in St Palais are long.
