I think you are mixing two routes as many others do:
1: Via de Bayona, which goes from Bayonne to Burgos
2: Camino Vasco Interior, which goes from Irun to Santo Domingo de la Calzada.
They are overlapsing from Irun to splitting point which is just after the village of Estavillo.

I've walked Via de Bayona (Bayonne-Burgos) in 2016. It's not flat at all in first half but very much more in the second half. If you have any more questions feel free to ask but you can find most of the answers in the links @mspath provided in above post.

Sorry in delay in responding. Appreciate your notes on the Vasco. I'm due to start on May 2 from Irun. Hope to avoid the rain. Will decision after about a week to so straight through to Burgos or SD. See how it goes. Plan is to then do the Meseta to Leon then north to Oviedo and then the Primitivo into SdC. Have lots of time so here goes.

I had exactly the same plan in 2016 but things just turned out differently. Hope you're plan will work better than mine ;)
