Not sure, but it reminded me of the capital of Mongolia that has big pipes like that running along the ground and high up off the ground to allow trains to go underneath - much more beautiful in Spain!

It is one of the many sculptures you will see along the Camino. I just read something about it this week but now can't recall where. I will see if I can find it.
