Greetings, We will be walking the Camino Frances In late June/Early July. We are planning a 3 day stay in Biarritz prior to starting the walk in St. Jean. Can anyone recommend a hotel in Bairritz that is within walking distance of dining and nightlife
and that is in a safe location that is somewhat reasonable?

Biarritz has a pretty tight center city. It is very safe. The marche is the hub of activity and surrounded by a variety of restaurants and tapas bars. One of my favorite dinner spots is Tantine de Burgos, there are some great seafood spots on the beaches at Chambre d'Amour and Blue Cargo on the beach at Ilbarritz. Bayonne has some great eateries on the Nive River. It is easy to navigate around both towns using public buses and they sell multi-day tickets.
I am not sure what you consider reasonable, but some very basic places like Le Petit Hotel near the Grande Plage is great and so is Saint James next to the marche. June and July are the high season, so reservation may be hard to secure.

I think you'd be very hard pushed to find anywhere in France outside of small areas of Paris, Marseille and Lyon that ISN'T safe. I never have. You can safely walk the streets in Biarritz at 2 am if you feel so inclined. I have wandered round many European towns and cities late at night with no problem or hassle.
 
Hotel Maison du Lierre…..fabulous. Close to the downtown, boutique, intimate, inexpensive…..9 out of 10. Stayed there pre last Camino in 2019 and am returning in early May this year as it was so good ! A real find.
 
Hotel La Maison du Lierre. As Martin888 says above. I stayed in 2018 for 3 nights before I started walking & it was sensational. Less than 10 minutes walk into the main town for restaurants etc.
