What might be the closest airport in Spain flying from New Mexico and then best way to get to SJPP.

The closest airport to SJPdP is Biarritz (BIQ). Chronplus bus 14 to Gare Bayonne. SNCF TER operates trains and buses from Bayonne to SJPdP all year. There are flights to Biarritz from London, Paris, Dublin and several other European locations (except Madrid unfortunately)

The closest airport to SJPdP in Spain is San Sebastain (EAS). Its located 3km from Irun Hendaye border crossing. Take SNCF train or Transports64 bus from Hendaye to Bayonne. There are flights from Madrid to San Sebastian.

CP operates trains from Lisboa to Hendaye.

SNCF operates trains from Paris (CDG) to Bayonne.

SJPdP is connected to Pamplona by CONDA bus seasonally operated by ALSA. There are Renfe Trains Planes and ALSA buses from Madrid (MAD) and Barcelona (BCN) to Pamplona (PNA).

Pau has a regional airport with connections by bus and train to SJPdP.

Bilbao (BIO) has bus connections to San Sebastian and onward to Hendaye or Pamplona.

These are some of the popular options. There are myriad other options involving travel via either Pau, Pamplona or Bayonne to get to SJPdP.

A major factor to consider is how you will get home from Santiago (SCQ).

Leaving USA in late April 2016 from New Orleans, via American Airlines/Iberia to Chicago - Madrid - Pamplona. Returning second week of June, via Iberia/AAL from Santiago (SCQ) - Madrid - Charlotte - New Orleans. Booked this several months ago on Travelocity. Perhaps this arrangement would suit? Travel from Pamplona to SJPdP is still unclear, (the Camino way - no worries,) but there are several options: bus (too early to book,) taxi, or accommodating pension.

you could contact www.corazonpuro.es.. who will pick you up in Pamplona train/ bus station. and take you to there Albergue for the night mid way between Roncesvalles and Larrasoana. then take you to SJPP in the morning.

the couple do evening meal also.

I am in New Orleans and contemplating the Camino France's around the same time. I haven't made travel arrangements yet. We're there factors that contributed to this travel route rather than others?

I sought the most expeditious passage, (KISS principal,) which turned out to be one of the least expensive overall from the US. While ground traveling, via train/bus to Pamplona, from Madrid, would have been exciting, it would have made for several transfers. Also, there was no additional cost for the Madrid to Pamplona leg. As it is set, I only have to ensure travel from Pamplona to SJPdP, with the worst case scenario being a 100 euro solo taxi fare to the beginning point. While it is too early to arrange for it, I will be trying to set up a date with the Corazon Puro pension folks, as they will pick me up at the train/bus station. feed both dinner and breakfast, provide a suitable bed and deliver this pilgrim to the starting point...all for about 50 euros...pretty neat. The other clear option is the bus, direct. Will be getting serious, about this minor gap, sometime after the first of the new year. BTW: Leaving NOLA on the 25th of April, via American Airlines, arranged through Travelocity.

I just returned from walking the CF. I live in New Hampshire and found the best way was flying from Boston to Dublin, Ireland. From Dublin, Ryanair to Biarritz - very inexpensive flight. Train/bus to St. Jean - easy connections.
Went to Lisbon for several days after the Camino and flew TAP to Newark

The return journey is scheduled for the first full week in June, departing Santiago/Madrid/Charlotte/NOLA, arriving evening same day.

whariwharangi gave a detailed plan for Biarritz (BIQ) and San Sebastain (EAS).
If you have a few extra days I'm suggesting the airport in Lourdes. When you going in that such a long way it is good opportunity to visit Lourdes.
From Lourdes you have a train to Puyoo and from Puyoo bus to SJPP. Next day you start you Camino.
 
The focus is on reducing the risk of failure through being well prepared. 2nd ed.
