Last year, this festival took place in early May, and Salvador and I, as we left Sevilla saw a procession towards El Rocio that was very very long consisting of multitudes on horses, carts and walking. This year it takes place at the end of May, so those walking the Via de la Plata may see these pilgrims on their way to El Rocio. I understand that they are very open to allowing people to join them.

According to this really great blog post, the festivals take place three times a year -

It’s done 3 times a year. This one was around the Dia de San José (San José Day) in March, with people from Andalusia participating. There is also one in May and another one in the autumn, but that one is by foot.
