I can fully endorse MS recommendation of San Martin. I stayed there in 2013 and ate their pilgrim lunch on a couple of days. Went back in 2015 still OK, not sure what happened in 2017 that I did not visit. They also have a variety of accommodation styles that are recommended!!

"RestauranteTerara" is a winner for me. I eat there every time I'm in Santiago, sometimes twice! A nice variety of delicious and reasonably priced 3 course meals...and it's always busy.
 
The restaurant at San Martin Pinario (open to all) serves a very good 3 course lunch or dinner with wine for only 12 Euros. What more does a tired pilgrim need?

The lunch menu was 12 euros and dinner was 11 euros. (May 2019 price). Even if you are a solo diner, you are provided 1) a bottle of its own brand of red/white wine and 2) a 2L or 1.5L bottle of water. You can bring the bottle of water home, but not the wine.

This restaurant is about 5 to 10 minutes walk from the Pilgrim Office and Convento de San Francisco de Santigao, where Pilgrim mass is offered.

Restaurant A Tulla, not the typical pilgrims menu but much better for the same price. Has also many vegetarian and vegan options
 
Go and line up for your compestella at 7am( wait an hour) till opening at 8am and receive a free Parador lunch @1pm the same day with 10 new friends.....yummy....we all tipped €2-€5....
