Is there a way to reserve a bed at Albergue Itzandegia in Roncesvalles? I can't seem to find out how on the website http://www.roncesvalles.es. I'm taking the bus from Pamplona to there and will get in at 7:10pm.

It is closed for renovations, but did not take reservations when it was open.

Will I be able to find a place to stay that night since I'm getting in so late?

The first edition came out in 2003 and has become the go-to-guide for many pilgrims over the years. It is shipping with a Pilgrim Passport (Credential) from the cathedral in Santiago de Compostela.
You did not post when you are arriving, but the albergues do not take reservations. If it is busy, there may not be a bed that late at night, though they are large. The two hostales in Roncesvalles take reservations, so that might be your best bet if you are concerned. Phone numbers are here:

The new albergue has been up and running since summer 2011. It's huge and impersonal, but also new and clean with a huge kitchen and lots of common space.

According to Eroski, you can make reservations. There is an email address and phone number here:

Thanks so much for this information. I emailed both La Posada and the albergue. The hotel has room and I will wait on the reply from the albergue, hopefully they will have room.

The focus is on reducing the risk of failure through being well prepared. 2nd ed.
