There will be buses from Pedrafita de Cebreiro not far away, but you might need to get a taxi there to catch it. Even the ALSA buses stop at Pedrafita so it should be well connected.
I'm not sure about buses but I do know that you can rent bikes to take you from O Cebreiro to Triacastela. Since it is mostly downhill it doesn't take nearly as long by bicycle.
The walk to both places is very beautiful. The first segment, to Triacastela is mostly downhill. The views are fabulous. The walk from Triacastela to Sarria is more up and down, but still very doable.
Bus service is available, though infrequent. The walk from Pedrafita O'Cebreiro and the mountain top village of O'Cebreiro is about 4 - 5 km.
