The triangle and circles are standard indicators for bike riders: right, left, straight on. I totally agree with your last sentence. I, too, had been wondering whether this is about some sort of "polemico". And I now notice that the words "y León" in "Junta de Castilla y Leon" seem to be whited out in the second photo.I noticed on the markers that someone has taken it upon themselves to vandalise the sign on the crest for Leon.... So disappointing, seems there's no getting away from mindless and wanton destruction. Perhaps it's a 'political' statement or 'my town/team is better than your town/team'. Idiotic either way benefiting nothing and nobody.
