You will see this throughout France and Spain as well as many other European villages where dogs roam free to do their business day and night. It's kind of a male dog deterrent.

There's a tradition here of deterring cats from the garden with a bottle of water placed in flowerbeds.
I've just enjoyed an internet journey which reveals a whole load of cross cultural beliefs around cats, dogs, flies (and electricity meters!) being influenced by full water bottles. Rich material for any idle anthropologists I'd have thought.
